GTZ’s development projects and programmes cover a wide range of themes and tasks. These include advising the government in Tajikistan, vocational training in Argentina, protecting the tropical forest in Indonesia and preventing AIDS in Kenya.

Health Sector Support comprises a key GTZ program (GTZ HSS), active in India since 1996. GTZ HSS works in close partnership with the Ministry of Health & Family Welfare and the state governments of West Bengal, Maharashtra, Himachal Pradesh and Rajasthan, primarily in the areas of Policy Development/Health Sector Reform, Health Financing/Health Insurance, Quality Management, Public Private Partnerships, HIV/AIDS and development oriented Drug control.

GTZ HSS’s primary objective is to generate turnaround strategies in real time for the National Rural Health Mission (NRHM) of the Government of India, to help fulfill its goals. Experiences and lessons learnt at state and district level during the implementation of the reform measures will be continuously discussed and disseminated through systematic information and knowledge management. This information and the knowledge generated is expected to improve the quality of programme management and contribute to a continuous performance enhancement at the operational, the strategic and the policy level of the national health programmes, especially the “National Rural Health Mission” and the "Reproductive and Child Health Programme". Background
While India has made dramatic changes between 1947 and 2004 on health indicators such as life expectancy and infant Mortality Rate (IMR), the growth and development process in the country have profoundly impacted on demographic, epidemiological, social and managerial dimensions of health care. The rising demand for health services is exposing the inadequacies of the present health system both the public and private. While the responsibility of the government in ensuring an efficient health system has increased, the challenge of purposefully utilizing the private health system also remains.

It is a fact that the delivery and access to basic health services remains an unfinished agenda for many states in the country.

Therefore the health sector in India is presently in a major transition to implement structural and operational changes with a high demand for immediate and fast delivery mechanisms from the participating institutions. Reform issues to be addressed include governance, restructuring administrative departments, developing a vision and strategies, developing human resources and institutional capacity, devolution of authority, improving management capacity, performance-based monitoring, options for financing, quality assurance and public private partnerships. Other measures to manage financial resources and its outcomes include: adopting a sector wide approach, budget financing, basket funding, Technical Assistance (TA) pooling, TA Support Units such as the National Health System Resource Center (NHSRC).

Mainly two developments in the health sector in India have implications for the official German Development Assistance, for GTZ International Services, the German healthcare industry and also for the bilateral cooperation in a “post ODA” phase:

  1. The reforms being initiated in the public health system (with implications for the private sector)
  2. The revised and expanding role of the state and private sector in the health sector.
The transition of the sector demands close monitoring of policy and strategic developments at all levels of the national health system of the health sector. In order to increase the significance and the relevance of German cooperation and on the basis of existing sectoral policies and strategies, joint strategies guiding the allocation of funds and specifying instruments and areas of interventions within the sectors will have to be developed.

To streamline the activities of the executing agencies and with a view to facilitating coordination and cooperation with the Government of India and Development Partners, the GTZ Country Director has been designated as Sector Coordinator for Health and Social Security by the German Embassy, and has assigned the function of a technical advisor to the Principal Advisor Health in India.

According to the BMZ, the Sector Coordinator takes over the role of an information and communication interface with BMZ, German Embassy, the country teams, other executing agencies and represents the sector to a wider audience including agencies outside the domain of the sector. The lead role of BMZ in terms of development politics and policies and the roles of GTZ and KfW and other agencies as executing agencies are not touched by the sector coordination.

Job Description:
Reporting to the Principal Advisor Health, the incumbent shall be responsible for the following:
  1. Tracking and reporting conceptual developments in the health sector, including changing strategies and procedures of national and international development partners and other executing agencies
  2. Anticipating future requirements for German cooperation due to political as well as policy developments of clients and partner countries
  3. Supporting the Sector Coordinator in providing advisory services to the BMZ, the German Embassy, the country teams and other executing agencies concerning all relevant issues regarding the sector
  4. Providing assistance in writing strategy papers and provision of advisory services for implementation
  5. Preparation of documents for meetings of relevant committees, design of talking points for speeches and contributions to other documents
  6. Assessment of documents, preparation of comments
  7. Avail specific experiences of TC for the international discussion, taking into account the available know-how in programmes and in headquarters.

Detailed Tasks
Professional Advising and Consulting
  1. Contributes to preparation and implementation of the consultation/ negotiation process together with the Principal Advisor Health
  2. Reviews reports and documents concerning the progress of collaborative programs, determines bottlenecks and recommends alternative courses of management action
  3. Participates in and supports the coordination of an continuous dialogue on sector policy issues
  4. Participates in and supports the development of country strategies and coordinates with other development partners
  5. Supports the coherence of bilateral cooperation within the Health Sector Support Programme
  6. Advises on the incorporation of health and HIV/AIDS issues into strategic documents of German cooperation with India
  7. Contributes comments to strategic documents of multilateral institutions (GFATM, WHO, UNAIDS, World Bank, Asian Development Bank etc)
  8. Provides inputs to other German cooperation priority areas as they relate to health sector and HIV/AIDS issues (budget support, water, decentralization policy etc).
Networking and Cooperation in Relation to all Thematic and Crosscutting Issues
  1. Co-operates with and ensures regular contacts, dialogues with staff members, interacts with local communities, relevant organizations, non-governmental bodies and persons within the programme’s environment as well as with other programmes in order to enhance and maintain good working relationships
  2. Does PR work
  3. Communicates and channels local interests and aspirations and exchanges ideas and information for the benefit of the programme
  4. Undertakes field visits to the regions in accordance with the requirements of the programme.
Knowledge Management
  1. Ensures team members prepare reports and presentation materials by setting positive example of own work
  2. Prepares appropriate input to the various programme reports/publications including annual reports; contributes to other reports required by the sector coordinator/principal advisor and the GTZ Headquarters
  3. Supports research and study activities on policy topics that will benefit collaborative programmes
  4. Compiles relevant information for collaborative activities and missions.
Management and Coordination Tasks
  1. Supports general planning, including preparation, organization and moderation of planning exercises, implementation, management, monitoring, evaluation, communication, and documentation
  2. Designs new products for innovative implementation
  3. Coordinates and prioritises relevant programme activities at the local level in cooperation with the partners, in organizational preparation as well as in the implementation of these activities
  4. Prepare the budget for key events and related financial documentation
  5. Monitors operational budget against funds availability for the different program components
  6. Compiles relevant information for collaborative activities and missions
  7. In the absence of the Principal Advisor Health, undertakes appropriate actions to facilitate continued operation of the program.
General Duties
Management of personnel, finances and infrastructures of the entrusted area of activity.
Qualification:
Formal Education
Masters in Health, Social Sciences, or related discipline.

Professional Experience

  1. At least 10 years of relevant experience in the health sector
  2. Working experience with reputable organizations (international organizations, consultancies, bilateral agencies etc.) in the area of health sector policy and/or analysis
  3. Strong record of professional expertise in this field.
Further Knowledge
  1. Excellent command of MS-Office
  2. Good working knowledge of modern telecommunication systems
  3. Language skills in Hindi.
Desired Work experience
At least 10 years of progressively senior experience.
