The International Union Against Tuberculosis and Lung Disease (The Union) has as its mission the prevention and control of tuberculosis and lung disease, as well as related health problems, on a world wide basis, with a particular emphasis on low income countries.

Its goal is to promote national autonomy within the framework of the priorities of each country by developing, implementing and assessing anti-tuberculosis and respiratory health programmes.

The aims of The Union are to:

  1. Gather and disseminate knowledge on all aspects of tuberculosis and lung disease, as well as HIV and resulting community health problems
  2. Alert doctors, decision makers, opinion leaders and the general public to the dangers presented by tuberculosis and lung disease, as well as the community health problems associated with them
  3. Co-ordinate, assist and promote the work of its constituent members throughout the world
  4. Establish and maintain close links with the World Health Organization, other United Nations organizations, and government and non-government institutions in health and development sectors.

Job Description:
Key Responsibilities
Reporting to the Director of Finance and Development of The Union in Paris, the Director of IRC will have overall responsibility for advocacy, leadership and management of human resources, resource mobilization, strategic and operational planning, communications, fiscal planning and control, physical resources, instructional programs, institutional marketing and advancement.

Overall Responsibilities

  1. Leadership of staff in the development and implementation of short and long range plans and policies and other activities
  2. Development, implementation, and accomplishment of the resource mobilization plan of the IRC as approved by The Union’s Director of Finance and Development
  3. Implementation of The Union’s Management Education and Development Program (MEDP) and establishing a solid foundation for the future aspirations of the IRC as a leading provider of management training in the South Asia region. The goal of the MEDP is to provide quality management education to program managers and health professionals leading TB control programs in developing countries
  4. Development and implementation of marketing strategies, resource mobilization, and programs to ensure the growth and stability of the IRC
  5. Providing information, advice, and counsel to the Director of Finance and Development in the creation of policies, programs, and strategic direction of the IRC
  6. Administration of overall operations of the IRC, including: reviewing and evaluating the results of program activities, ensuring that continuing contractual obligations are being fulfilled; allocating resources for greater program effectiveness and efficiency; developing organizational and administrative policies and program objectives
  7. Development IRC advocacy strategy and acting as the lead advocate IRC on all priority policy issues.
Management Tasks
  1. Fostering a culture that rewards both individual and group achievement among professional staff, consultants, and support personnel
  2. Overseeing the human resources function of IRC to ensure optimum staffing and utilization of competent staff, recommending policy changes to benefits, compensation, employment, training and other areas, as appropriate
  3. Managerial duties for administrative staff including interviewing/hiring applicants for employment; assigning and reviewing progress of assignments; managing performance, and developing higher levels of expertise in staff members by encouraging further education, participation in work-related seminars and providing learning opportunities within the organization
  4. Financial management of IRC, including the development and implementation of the annual budget. Provides for the appropriate control and accountability of all funds, physical assets and other property.
Networking and Communication
  1. Liaisoning with other national and international organizations, such as World Health Organization, national institutes of health, national TB and HIV associations, educational institutions, funding agencies, foundations, and ministries of health
  2. Establishing and maintaining an effective system of communications within The Union and in countries of the South Asia region to build and maintain a positive image (e.g. newsletter, informational seminars, participation in industry conferences/marketing activities)
  3. Representing IRC in its relationships with other organizations, government agencies, the media, community organizations, suppliers, competitors, professional organizations and similar groups.
Other Duties Protecting IRC's legal interests and maintaining its operations within the law.
Qualification:
Formal Education
Masters in Management or equivalent qualification, from an accredited institution.

Professional Experience

  1. At least seven years of managerial experience
  2. Leadership experience with successful educational, public health, scientific or international organizations
  3. Demonstrated track record in advocacy, management education, marketing, and resource mobilization
  4. Experience in identifying and securing major funding and gifts is essential.
Further Knowledge
  1. Excellent command of MS-Office
  2. Strong English communication skills, both written and verbal
  3. Fluency in French is desirable.

  3. Good inter-personal skills.
Desired work experience
